Dear foreigners in Bali, if you happen to reside at a boarding house – locally known as kos/kost – in Badung regency, it might be a good idea to make other living arrangements, as it’s recently brought to our attention that a 2019 Regent Regulation prohibits foreign citizens from residing in these establishments.

 

Last week, Coconuts Bali reported on how boarding houses in Badung may soon be required to pay 10 percent in taxes, as the government seeks to increase regional income amid a rising number of tourists preferring to live in them. 

On Tuesday, I Made Agus Aryawan, who heads Badung’s one-stop and integrated investment agency, explained that a 2019 Regent Regulation (locally known as Perbup) prohibits foreign citizens from staying in boarding houses. 

“This Perbup sternly prohibits foreign citizens from living in boarding houses,” Aryawan told Tribun-Bali on Tuesday.

Indeed, this part is contained within Article 7 of the 2019 Badung Regent Regulation on the management of boarding houses, which was issued earlier this year in July. 

The Perbup defines boarding houses as facilities with 15 rooms at most and five rooms at least, which offer a minimum of one-month stay. It largely contains articles explaining the duties and responsibilities of boarding house owners, including the need to apply for permits and to issue a written contract between owners and renters. 

According to Aryawan, this Perbup aims to ensure that all boarding houses in Badung regency are equipped with the necessary permits, so as not to impact registered hotels and villas that are meant to accommodate tourists visiting the island.
